This module allows the user to provide further definition of the City level Tax Authority supported by the standard Vertex CommTax package.

The system identifies Sub-City entities and overrides the City level Tax Rate with a special rate for specific transactions. Records containing Tax Rate, Effective Date and Previous Rate can be created and maintained
